A working log, kept openly, continuing the practice begun in the Alan Turing Series: the process by which these posts are made is itself a human–machine act, and hiding it would be inconsistent with what this blog argues. Appended to, not rewritten — the wrong turns stay in. This entry set covers the making of Bletchley and the Bunker, the opening essay of a new series, from the first idea to the finished package.
Entry 0 — Where this series came from
This is not a Turing-series post. It is the first essay of a new series, Discovery to Decision, that spun out of the Alan Turing Series while Part 2 (the Bombe) was being written. The Turing series asks can a machine discover? This one asks a different question one level up: once you have a discovery, how does it become a decision — and who makes it?
The seed was a real moment, recorded here because the essay itself turns on it. On a visit to Bletchley Park (6 July 2026 — the same visit that produced the Bombe essay), standing on the gravel outside the Mansion with the Trust's historians, David Kenyon made the point that broke the new series open: Bletchley was not only a codebreaking establishment. Most of the people there were not codebreakers. Breaking the cipher was the start; the bulk of the operation — thousands of people — took the decrypts and turned them into intelligence a commander could act on. Kenyon calls it an intelligence factory. That observation is the whole second backbone of this essay, and it came from a conversation, not a book. The book (Kenyon's Bletchley Park and D-Day, 2019) then confirmed and sourced it.
Entry 1 — Two poles, and why the Bunker had to be in it
The first design decision was the hardest and the best. An essay about "discovery becoming decision," set at Bletchley, has a built-in trap: Bletchley is a discovery site, so writing only about it forces a discovery-side view and loses the decision half of the argument. The fix was to give the essay two poles, fifty miles apart: Bletchley Park (where discovery happened) and the Churchill War Rooms (where decisions were made). The author had, by coincidence that turned out to be the essay's spine, visited the War Rooms in person — 28 February 2020, in the rain, before flying home on NH212 from a workshop in London. The geography is the metaphor: the fifty miles between the two rooms is the space the whole series is about. Kitano's own note in discussion: "Bletchley Park だけだと Discovery から見た視点になってしまう。Churchill's Bunker は Decision の場なので、それに言及するのは意味がある" — the Bunker reminds the reader where the decision was actually made.
Entry 2 — The opening, and a coincidence that was real
The London trip of late February 2020 turned out to hold the entire series in miniature, and none of it was manufactured. The workshop the author co-chaired (26–27 Feb 2020, at 116 Pall Mall, hosted by the Alan Turing Institute) was where the Nobel Turing Challenge was formulated — can a machine make Nobel-quality discoveries autonomously by 2050? — the question behind The Discovery Engine itself. On 28 February, before the airport, the author visited the Churchill War Rooms, drawn by The Imitation Game and Darkest Hour. Weeks later, in April, the Cabinet Secretariat called him into Japan's COVID-19 response. So: he had gone to London to argue whether machines can discover, stood that same week where discovery had been turned into national decisions, and then — without knowing it at the War Rooms — walked into the decision problem himself. The recognition was genuinely retrospective, which is why the essay can use it honestly rather than as a staged frame.
Entry 3 — The COVID role: a correction that strengthened the argument
An early draft placed the author "at the decision end of a line" in the COVID work. On review, Kitano corrected this, and the correction matters: he was not at the deciding end. Decisions were made in the Prime Minister's Office, where he was not present. His role was to marshal the analysis teams and hand policy options across to the decision-makers — the finding-and-translating side. In the essay's own terms, he was on the Bletchley/Hut 3 side of the line, not the Bunker side. The honest version is stronger: the author had personally lived the essay's second backbone (discovery and decision are different actors), as a modern Hut 3, and the COVID echo now says exactly that. The full, self-critical COVID treatment — failures included, compared with the UK's SAGE/SPI-M — is deliberately reserved for a later part. The citable record for it is the author's own Springer chapter (Kitano 2025); the Nature Partner Content on the project is sponsored and is not used as an authority, only as the place the War Rooms anecdote was first told publicly.
Entry 4 — The two backbones
The argument runs on two facts (an earlier draft called them "claims"; they were changed to "facts" because the separation of discovery from decision is a reality the two rooms exhibit, not a thesis to be argued), and the second was flagged in discussion as "結構重要":
- Discovery and decision are different processes — separated by time (the midnight key change), translation (Hut 3 turning decrypts into "headlines"), uncertainty (a probability that must collapse into one act), and secrecy (using Ultra could reveal Ultra).
- Discovery and decision are usually different actors — separated by authority, trust, interest, and responsibility. This is the distinctively new axis, and the one the two rooms, fifty miles apart, make visible.
A note on Backbone 1, "different processes": an early draft laid it out as four bold-labelled blocks — Time / Translation / Uncertainty / Secrecy. A reviewer (ChatGPT) rightly called this textbook. It was rewritten to follow a single decrypt through Bletchley — clock, Hut 3, Banburismus, the laundered decision — and only then to name the four obstacles. The line that reviewers liked best came out of that rewrite: "Four obstacles — and not one of them is a problem with the codebreaking itself." That is the essay's central turn: the discovery was sound; everything hard lived in the gap after it.
Entry 5 — The circle, kept as frame, not star
The loop turned out to be the real shape: Discovery → Decision → Execution → New Reality → (next Discovery). Both external reviewers pushed to make this circle the centrepiece, and one suggested the series could become "Discovery Engine's second pillar." Kitano set the crucial constraint that kept the essay balanced: "円環は意識するが、この記事が扱うのはその一部 Discovery to decision だから、バランスに気をつけたい." So the circle is named once, explicitly, and drawn once (the diagram), but the essay stays on the opening arc — discovery to decision — and reserves execution and new reality for later parts. The circle is the frame; the discovery-to-decision arc is the picture inside it. The abstract five-node diagram (not the author's operational COVID loop, which is held for the COVID essay) emphasises only the first arc, in a single accent colour, so an attentive reader connects it to the text without a caption explaining it.
Entry 6 — Four lenses, and the re-research that found Wald
The theory section began, lazily, as three lenses the author had named in passing — operational research, computing, active search. On being asked to actually research the question of what disciplines turn analysis into decisions, rather than recall it, the map changed. The search surfaced decision science as the umbrella, and — the real find — Abraham Wald, who at Columbia's Statistical Research Group in 1943 invented sequential analysis and recast statistics as a decision problem. This was too good to leave out: Turing (Banburismus), Wald (decision theory), and Blackett (operational research) had each, in secret and apart, built the mathematics of turning evidence into a decision — in the same war. The lenses became four:
- Operational research — what should we do? (Blackett, the Atlantic)
- Statistical decision theory — when do we decide, which way? (Wald + Turing's bans)
- Computing / tractability — can we reach the answer in time? (Turing, the Bombe)
- Intervention — where do we look, what do we make happen? (gardening; active learning; disclosure)
A wrong turn corrected: once the four lenses were written out in full — with Wald's Navy-captain anecdote, Blackett's depth-charge numbers — the section ran to ~900 words and, as ChatGPT put it, felt like "a fifteen-minute trailer starting while the main character is still on stage." It was compressed to ~370 words: keep the four questions, the shared-war origin, and the lineage; defer every historical detail to the dedicated essays each lens deserves (operational research especially looks like its own 5,000-word piece: Blackett → Wald → Turing → modern AI).
Entry 7 — Adding a human, for breath
A reviewer noted the prose was clean to the point of airlessness — every sentence polished, no one to rest on. McPhee's fix is to put a person on the page. Two real people were brought in: the Map Room's "Glamour Boys" (the five senior officers who ran it, so nicknamed because the secrecy made the work seem glamorous), and David Kenyon himself, on the gravel outside the Mansion, delivering the "intelligence factory" point. A remembered line from one of the Glamour Boys — that he entered each shift "hoping for the best, but fearing the worst" — was added at this stage and then cut in a later pass, when it read as a stock phrase that slowed the Map Room's organisational point without earning its place; the nickname alone carries the human breath. Kenyon stayed, and does double duty — the requested breath, and a figure standing exactly at the discovery-to-decision hinge the essay is about.
Entry 8 — The close, returned to the landscape
The first ending explained: "a discovery that never becomes a good decision has, in the end, discovered nothing." True, but it closed on a lesson. Following ChatGPT's steer, the ending was returned to the opening image — the rain, the two rooms — so the essay ends on a landscape rather than a moral: "Fifty miles. Two rooms. Between them, the space this series is about." Several late line-edits from Kitano tightened the same instinct: cutting a confusing "where the line first ran at industrial scale," simplifying "who is allowed to make it" to "who makes it," and removing a whole "What this series is" section that broke the flow between the four lenses and the close (its one useful idea — that this is an open inquiry with no fixed number of parts — was folded into a single sentence upstream).
Entry 9 — Verification pass
Per the standard set by the Turing series: check, don't recall. The claims that survived into the final draft were verified in July 2026:
- "Fifty miles." Straight-line ~43 miles, road ~49, and Bletchley Park's own visitor information says "just 52 miles." Fifty is used as the round number, and the reference note says so.
- War Rooms as decision centre; Ultra reaching it. Confirmed against IWM and Sky History. A nuance was preserved rather than smoothed: Ultra did not travel Bletchley → War Rooms directly; it passed through service intelligence (the Admiralty's OIC, near the Bunker) and was summarised. The relay itself exemplifies the argument, so it was kept accurate.
- The Map Room's internal split (army/navy/air + civil servant collate → Joint Planners/Joint Intelligence Staff make options → Chiefs of Staff decide) — IWM.
- Hut 3, headlines, Churchill's box; naval Ultra to the OIC — Kenyon (2019); Hut 4/OIC.
- Wald, 1943, Columbia SRG, from a Navy weapons-test question — Wald (1947); The American Statistician (2025); MacTutor.
- Blackett, same Atlantic — Budiansky (2013). Specific numbers (depth-charge depths, convoy sizes) were removed from the body during the four-lens compression, so no fragile figure needs defending here; they return, sourced, in the operational-research essay.
Two reference groups (Blackett's definition of OR; Wald's decision-theory recasting) were pruned when the compression removed their in-text anchors — they belong to the later dedicated essays.
Entry 10 — The figure, made from the author's own photographs
The contrast figure is two of the author's own on-site photographs — Bletchley Park at night, and the entrance to the Churchill War Rooms in the rain — corrected for perspective and composed side by side with the help of ChatGPT, then captioned "Discovery and decision, fifty miles apart." This is the same disclosed-AI-asset practice as the Enigma diagram in Part 2 of the Turing series: an AI-assisted image is fine, provided its provenance is stated and the underlying material is the author's own. An earlier machine-composed version (built here) was set aside in favour of the author's own corrected composition, which framed the War Rooms entrance more legibly.
Entry 11 — Placement: Deep Dive
Where this series lives on the site was discussed at length and left open until the draft read as a finished thing. It is now settled: Deep Dive — the section that holds individual subjects examined in depth, alongside the Alan Turing Series and forthcoming pieces on other discoveries. Radar Vector (future-facing, "道案内") was the alternative, but the essay's centre of gravity is historical verification, which is Deep Dive's character. The circle diagram is kept as drawn, with the opening Discovery → Decision arc emphasised.
Entry 12 — A line-by-line clarity pass before publishing
The last stage before deploying was a slow read-through against a single test: could a smart reader new to the topic follow every sentence on the first pass? It changed a lot, and two kinds of change are worth recording.
Several were corrections of fact, not just style. The "time" obstacle originally said the whole chain from decrypt to action had to happen inside the day's key window; that is wrong — only the breaking was bound to the daily key, while the decisions the intelligence fed ran on their own, slower clocks, and that mismatch of tempo is itself the cleanest illustration of "different processes." The "uncertainty" beat wrongly called a decrypt "a probability"; the probabilities lived in the breaking (Banburismus, weighing which setting was likeliest), while a correctly read message left a different uncertainty — of interpretation and enemy intent — which is the one a decision actually has to swallow. And the assembly-line paragraph originally routed Ultra only outward to field commanders, dropping the London bunker that the whole essay is named for; Ultra in fact went two ways, out to commands via the Special Liaison Units and up to Whitehall, and the fix reconnected the body to its own title.
The rest were plainness. A recurring habit — naming an abstraction ("a tension with four faces," "where good intelligence goes to be misread," "the loop could be closed on purpose") — was replaced with the concrete thing meant. The "Four lenses" section was reordered so the framework (why these four: three joints of the finding-to-act passage, plus computing as the discovery-side constraint behind them) comes before the four disciplines rather than after, and its closing was cut back from three tangled ideas to one: the inquiry is open, and the number of parts is not fixed. A stock quotation attributed to a Map Room officer was removed. Throughout, "claims" became "facts." None of this changed the argument; all of it was in service of the guide's first rule, that the reader's effort should go into the ideas, not into decoding the prose.
Open questions / next
- Part 2 of this series — not yet fixed. The strongest option looks like a Bletchley deep-dive driven by a single Atlantic convoy battle (narrative spine) with the Hut 3 ↔ naval-OIC organisation as the analytic weft, resolved through the four tensions (authority/trust/interest/responsibility). Gemini asked whether to drive it by a specific operation or by the macro organisational system; the current lean is both.
- Dedicated lens essays — operational research (Blackett → Wald → Turing → modern AI) especially wants its own long piece; likewise a Wald/decision-theory essay.
- The COVID essay — the author's own case, told self-critically, failures included, compared with the UK. Held deliberately; the reporting-line diagram (Parameter Estimation → Scenario simulation → Policy decision → Effect Measurement → Feedback) is the operational instance of this essay's abstract circle and belongs there.
